When will the IDIOTIC behaviors of our elected Officials decease? These people think that they can Legislate the Word into a perfect Utopia!! The BAD GUYS will still get the Bullets they need to commit crimes through illegal channels, the black market or Mexico or wherever. Once again the “Law Abiding” people who are trying to protect themselves, their loved ones and their property will be restricted, and have their names listed in some useless gov’t database.

BILL NUMBER:S4152 TITLE OF BILL: An act to amend the penal law, in relation to the purchasing of bullets for firearms PURPOSE OR GENERAL IDEA OF BILL: To provide for a mechanism whereby those who purchase bullets are required to complete an application for such purchase. SUMMARY OF SPECIFIC PROVISIONS: A new section 400.03 would be added to the penal law. It would require those who purchase bullets to fill out an application for such purchase. The application would include the applicant's name, date of birth, and full address. Furthermore, the applicant would be required to provide specific information, such as the caliber, make, model, manufacturer's name, and serial number on the gun that they are purchasing bullets for. Lastly, a violation of this section will be a class A misdemeanor. JUSTIFICATION: Gun violence is a serious ill in our society. Our current law requires those who purchase a gun to fill out an application. Likewise, those who purchase bullets should be bound by the same requirements. This Bill would be a deterrent to those who possess illegal, unlicensed, unregistered firearms. If they cannot get access to bullets, they will not be able to facilitate crime and violence. PRIOR LEGISLATIVE HISTORY: 2005/06 - S.2609 2007/08 - S.1860 FISCAL IMPLICATIONS: None. EFFECTIVE DATE: This bill shall take effect on the first of November, the year after it is signed into law.

SMITH -- read twice and ordered printed, and when printed to be committed to the Committee on Codes AN ACT to amend the penal law, in relation to the purchasing of bullets for firearms THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM BLY, DO ENACT AS FOLLOWS: Section 1. The penal law is amended by adding a new section 400.03 to read as follows: S 400.03 APPLICATION FOR THE PURCHASE OF BULLETS. ANY PERSON PURCHASING BULLETS FOR ANY FIREARM MUST COMPLETE AN APPLI CATION FOR SUCH PURCHASE. SUCH APPLICATION SHALL INCLUDE, BUT NOT BE LIMITED TO, THE APPLICANT'S FULL NAME, DATE OF BIRTH AND ADDRESS, AND THE CALIBRE, MAKE, MODEL, MANUFACTURER'S NAME AND SERIAL NUMBER OF THE FIREARM FOR WHICH THE APPLICANT IS PURCHASING THE BULLETS. COPIES OF THE APPLICATION SHALL BE FORWARDED TO ALL LAW ENFORCEMENT AGENCIES OF THE STATE. IN ADDITION, IN ORDER TO COMPLETE A PURCHASE OF BULLETS, AN APPLICANT MUST BE AT LEAST TWENTY-ONE YEARS OF AGE OR OLDER, AND MUST SHOW AT LEAST TWO PIECES OF LEGITIMATE IDENTIFICATION, INCLUDING AT LEAST ONE PHOTOGRAPHIC IDENTIFICATION TO VERIFY HIS OR HER AGE AND NAME. ANY VIOLATION BY ANY PERSON OF ANY PROVISION OF THIS SECTION IS A CLASS A MISDEMEANOR. S 2. This act shall take effect on the first of November next succeed ing the date on which it shall have become a law.
